Notes: This bill is a starting point, but needs to remove the role of Government in how funds are spent, and leave that solely up to patients and their doctors.

Note: For profit health care providers which choose to remain health care providers have 20 years to convert to non-profit status. Those who choose to not convert to non-profit status have 20 years to stop providing health care, either through "insurance" or "care".

Budgeting and payments.
Note: Keep the money as local as possible. Every state and city is recommended to have at least two clinics, at least one with a co-pay of from $1 to a maximum of $10000, and at least one with no co-pay. Each clinic with a co-pay can decide what their co-pay will be, but it must be the same for every patient each time, and should not be changed over time. The two types of clinics, one with a co-pay and one with no co-pay can actually share all facilities and be identical other than the entry - once inside they can even share the same waiting room.
If there is a payroll tax it must be an integer percentage, such as 2% or 10%, and may not be reviewed by the congress more often than every five (5) years. Since it is a trust fund, the idea is to spend as little as possible while still providing the best care possible.

The sole role of the Health Care Administrator is to see that each of the States has appointed an agency or person or non-profit entity to administer health care in that state. They may publish information comparing health care in the various states, but may not make suggestions or set requirements. If they determine that the administrator of any state is inadequate or incompetent, they may recommend to that state that they or it (in the case of an agency or entity) be replaced, but any action is up to that state.

Record Privacy
If this is not in the bill, it certainly needs to be added.
Only patients have access to their medical records. This can be done by encrypting them and embedding them into a device that the patient can choose, and can only access with a pin number or key phrase. Using that must not be sufficient to gain access, and some action by the patient must be required. If the patient is unconscious, check for a "do not resuscitate" bracelet. If none is found - do the best you can with the available information, but you do not and will not have access to the patients medical records - unless they regain consciousness.

SA 4915. Mr. KERRY (for Mr. SCHUMER (for himself, Ms. COLLINS, Mrs. GILLIBRAND, and Mr. CONRAD)) proposed an amendment to the bill H.R. 4748, to amend the Office of National Drug Control Policy Reauthorization Act of 2006 to require a northern border counternarcotics strategy, and for other purposes; as follows:

    Strike all after the enacting clause and insert the following:

   SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Northern Border Counternarcotics Strategy Act of 2010''.

   SEC. 2. NORTHERN BORDER COUNTERNARCOTICS STRATEGY.

    The Office of National Drug Control Policy Reauthorization Act of 2006 (Public Law 109-469; 120 Stat. 3502) is amended by inserting after section 1110 the following:

   ``SEC. 1110A. REQUIREMENT FOR NORTHERN BORDER COUNTERNARCOTICS STRATEGY.

    ``(a) Definitions.--In this section, the terms `appropriate congressional committees', `Director', and `National Drug Control Program agency' have the meanings given those terms in section 702 of the Office of National Drug Control Policy Reauthorization Act of 1998 (21 U.S.C. 1701)).

    ``(b) Strategy.--Not later than 180 days after the date of enactment of this section, and every 2 years thereafter, the Director, in consultation with the head of each relevant National Drug Control Program agency and relevant officials of States, local governments, tribal governments, and the governments of other countries, shall develop a Northern Border Counternarcotics Strategy and submit the strategy to--

    ``(1) the appropriate congressional committees (including the Committee on the Judiciary of the Senate and the Committee on the Judiciary of the House of Representatives);

    ``(2) the Committee on Armed Services, the Committee on Homeland Security and Governmental Affairs, and the Committee on Indian Affairs of the Senate; and

    ``(3) the Committee on Armed Services, the Committee on Homeland Security, and the Committee on Natural Resources of the House of Representatives.

    ``(c) Purposes.--The Northern Border Counternarcotics Strategy shall--

    ``(1) set forth the strategy of the Federal Government for preventing the illegal trafficking of drugs across the international border between the United States and Canada, including through ports of entry and between ports of entry on the border;

    ``(2) state the specific roles and responsibilities of each relevant National Drug Control Program agency for implementing the strategy;

    ``(3) identify the specific resources required to enable the relevant National Drug Control Program agencies to implement the strategy; and

    ``(4) reflect the unique nature of small communities along the international border between the United States and Canada, ongoing cooperation and coordination with Canadian law enforcement authorities, and variations in the volumes of vehicles and pedestrians crossing through ports of entry along the international border between the United States and Canada.

    ``(d) Specific Content Related to Cross-border Indian Reservations.--The Northern Border Counternarcotics Strategy shall include--

    ``(1) a strategy to end the illegal trafficking of drugs to or through Indian reservations on or near the international border between the United States and Canada; and

    ``(2) recommendations for additional assistance, if any, needed by tribal law enforcement agencies relating to the strategy, including an evaluation of Federal technical and financial assistance, infrastructure capacity building, and interoperability deficiencies.

    ``(e) Limitation.--

    ``(1) IN GENERAL.--The Northern Border Counternarcotics Strategy shall not change the existing agency authorities and this section shall not be construed to amend or modify any law governing interagency relationships.

    ``(2) LEGITIMATE TRADE AND TRAVEL.--The Northern Border Counternarcotics Strategy shall be designed to promote, and not hinder, legitimate trade and travel.

    ``(f) Treatment of Classified or Law Enforcement Sensitive Information.--

    ``(1) IN GENERAL.--The Northern Border Counternarcotics Strategy shall be submitted in unclassified form and shall be available to the public.

    ``(2) ANNEX.--The Northern Border Counternarcotics Strategy may include an annex containing any classified information or information the public disclosure of which, as determined by the Director or the head of any relevant National Drug Control Program agency, would be detrimental to the law enforcement or national security activities of any Federal, State, local, or tribal agency.''.

Analysis: We do not need any type of border checkpoints between Canada and the United States. If Canada wants to let someone into their Country, they are welcome into our Country, if they want to visit - provided, of course, that they behave themselves and leave within 72 hours, unless they are a Canadian citizen, British (to simplify the name of the country that was called "England"), etc. As to drug traffic, our drug enforcement agency is causing quite enough problems without us creating more problems by trying to worry about what might be crossing the border. It is what happens in the local neighborhood that matters, not what someone on their high horse in the Federal District that matters. We need to focus on what is happening in our own families, and in our own neighborhood, instead of trying to let Pluto control Mercury, for example.

H.R. 6523

This is the defense appropriations, so what traditionally happens is anything that you can not get passed, you just add it as an amendment to either this or the budget because you know that both of those will pass. This bill is not an automatic no for me, even though I am and always will be entirely against the use of weapons for any purpose and at any time. However, what anyone else does is up to them. I do not need to live through the destruction they leave in their world - but someone does - so it would behoove all of us to get on board with the peace academy, and stop fighting the last war. It is over. There is no war in the world anymore, and we do not need to start one. Walk softly and carry a big stick? No thank you. A pencil is quite big enough. The pen (or pencil) being far more powerful than any weapon that has ever or will ever be thought of - a thought that no one needs to think.

End of deleted section. I concur that there is no reason for the United States to build any commemoration of war in any other country or territory. We need to get beyond war and never fight again.
